Eleanor Hughes is a legal executive who serves as the Chief Legal Officer (CLO) of the cryptocurrency exchange Binance. With a background in international law, she is responsible for leading the company's global legal, regulatory, and compliance functions. [1]
Hughes attended the University of Cambridge, where she graduated in 2005 with a Bachelor of Arts degree. During her time at the university, her thesis focused on microfinance in India, reflecting an early interest in financial inclusion. Following her undergraduate studies, she pursued legal education at the University of Law, earning a Graduate Diploma in Law in 2007 and a Postgraduate Diploma in Law in 2008. [6]
Hughes began her legal career at Eversheds Sutherland in London in 2008, where she trained as a solicitor and worked on litigation and other contentious legal matters. During this period she also spent time working in the firm’s Paris office, handling cross-border legal issues and disputes. In 2012 she joined WilmerHale in London, continuing her work in litigation and regulatory matters for corporate clients. She later moved to Skadden, Arps, Slate, Meagher & Flom in 2014, where she worked across the firm’s Singapore and Hong Kong offices. At Skadden she spent more than seven years advising on complex litigation and contentious matters for multinational companies and financial institutions across multiple jurisdictions.
In 2021 Hughes transitioned from private legal practice to the digital asset industry by joining Binance as senior legal counsel and global head of regulatory affairs, based in Singapore. In this role she focused on regulatory strategy and legal oversight for the company’s operations across multiple jurisdictions. She was later appointed head of legal for the Asia-Pacific and Middle East and North Africa regions in 2022, overseeing legal and compliance matters across those markets. In June 2023 she became chief legal officer at Binance, where she assumed responsibility for the company’s global legal, regulatory, and compliance functions. [7]
On TRM Talks podcast, Ari Redbord, global head of policy at TRM Labs, hosted Hughes and Steven McWhirter, Binance's head of policy, to discuss regulatory landscapes and the future of cryptocurrency. They reflected on their individual journeys, with Hughes highlighting her extensive international legal experience and McWhirter recounting his decade-long background in UK financial services regulation. They emphasized Binance's dual focus on user protection and setting global compliance standards, amidst challenges posed by regulatory complexities in the U.S. and elsewhere. At Binance Blockchain Week in January 2026, Hughes moderated a panel with Major Faisal Al Yaaquobi from the UAE's Ministry of Interior and Payal Patel from Circle discussed the importance of building a secure and compliant digital asset ecosystem. They highlighted the UAE's proactive approach to consumer protection through education, emphasizing that informed users could help combat crypto crime. Patel addressed misconceptions around stablecoins, stressing their variability and the importance of transparency. Both speakers recognized the necessity of effective public-private partnerships and the need for global regulatory standards to prevent criminals from exploiting weak laws. They also noted the potential for blockchain technology to enhance compliance and urged the industry to simplify user experiences with digital currencies. Ultimately, they concluded that the UAE's leadership and vision were critical in establishing a competitive, fast-paced environment for digital asset development, while acknowledging ongoing challenges in public perception and understanding of cryptocurrencies.
